The United Kingdom’s royal family has started proceedings against 'Closer,' the French magazine that photos of Kate Middleton, the Duchess of Cambridge sunbathing topless. A photographer snapped photos of the duchess while she was on the balcony of a villa in France with her husband Prince William.
