Europe wants to change its system for refugees. Europeans are shocked by the Lampedusa tragedy. Over 250 Africans drowned after their boat sank near the beach. Almost 20,000 refugees have died in the Mediterranean. After every accident, European leaders ask for change, then the talking stops and nothing happens. No one knows if the Lampedusa disaster will be different. One idea is more money for rescue operations for the area from Spain to Cyprus.

The answer to this problem is difficult. Europe could open its borders to everyone, but this would be very unpopular in Europe. Europeans already want to make their borders stronger to stop people coming in. An Italian minister said his country is in the middle of the Mediterranean and has saved thousands of lives. He wants help from Europe. He said the Mediterranean is the Africa-Europe border, not the Africa-Italy border.
